Project Overview:
The Indiana Toll Road Concession Company (ITRCC) is looking to update the permit process for utility crossings and third-party access, both internally and externally. ITRCC seeks a qualified consultant to integrate updated policy language with the existing ITRCC Permit Policy and procedures, alongside the Indiana Department of Transportation’s (INDOT) Utility Accommodation and Right of Way access policies. The resulting policies will combine elements from the IM-006 Utility Permit Application and the Public Utility Crossing Regulations, as well as the INDOT Utility Accommodation Policy (June 2024 Edition) and the INDOT Broadband Access Policy (July 25, 2019). This integration aims to standardize the accommodation of all utility and broadband infrastructure within the rights-of-way of the Indiana Toll Road. Additionally, the consultant will be responsible for archiving the existing permit catalogs and creating a new spreadsheet database for future utility crossing permits. This archiving process will involve digitizing approximately 300 physical pages and converting the data into a digital format. The new database will be designed for the Infrastructure Team to store on ITRCC’s SharePoint site, ensuring easy access to archived data, and will include a third-party Legacy Issue Log. Various ITRCC departments will provide their specific requirements for the issue log and policies throughout this process. Finally, the consultant will review the third-party utility and right-of-way owners whose assets intersect the toll road. ITRCC requests, the limits of the third-party right-of-way, access agreements, and an updated contact log for these third-party owners to help expedite response times in the event of any utility-related issues.

This project involves the inspection of water conveyance systems along the corridor. “Water conveyance systems” include the drain inlets, drainage outfalls, connecting pipe structures, and culvert structures. The assets are detailed in the Storm Water List attachment. The toll plaza will need to be geo-located as part of this contract.
The awarded consultant will be expected to provide condition ratings for each structure as well as estimate the remaining service life of each structure. Structure material and any found deficiencies should be recorded. A scour assessment and top of pavement flow assessment should be done for applicable structures.
A final report is to be delivered to ITRCC capturing the findings with mitigation recommendations. This should be divided into five (5) areas of focus: Pipe structures transverse to the mainline, structures parallel to the mainline in the center median, structures perpendicular to the mainline that begin near the edge of pavement and discharge in adjacent ditch lines, structures within toll plaza limits, and culvert structures, which should detail mainline and ramp culverts. The mitigation recommendations should be communicated as the following: replace, slip line, remove, or monitor.

Project Overview:
This Project involves the installation of a fire suppression system at the Westpoint, Portage, and Eastpoint Toll Plazas utilizing the attached mechanical and electrical designs but allows for each bidder to approach the project using their own unique system or standard system available in the marketplace.

This is a turn-key project which means the winning bidder is responsible for all aspects of the projects, from procurement, permits (if needed), coordination with local fire agencies for concurrence on approach, as well as integration into ITRCC’s fiber network with controls both local to each plaza, and at the administration building Traffic Management Center (TMC).

Coordination with ITRCC’s IT department will be necessary to ensure all data and network security requirements are met, which are attached to this Invitation for Bid (IFB).

The system, once deployed, shall detect a vehicle fire while alerting ITRCC staff and simultaneously engaging the suppression system to minimize the fire and damage to ITRCC property.

The pavement rehabilitation is assumed to be a 2-inch mill & fill of all 6 lanes and shoulder in the 10-mile corridor. The ITR has selected 6 bridges to be included within the project. ITRCC desires to engage a knowledgeable consultant with a background in Business Continuity Plan’s (“BCP”) and Disaster Recovery Plans (“DRP”), collectively referred hereto as “BCP” to work with our emergency management and general staff in the revision and expansion of our current BCP/DRP document. In order to properly convey the business need and to allow consultant’s the opportunity to fully understand the desired direction, a pre-bidding workshop will be scheduled with each bidder. Prior to the meeting, a copy of the 2020 version of the BCP will be provided for reference and to help facilitate the conversation.
