Project Overview:

The selected Consultant shall provide professional engineering services for the design, permitting (as required), and preparation of construction documents for the expansion of parking facilities at the Administration and Operations Building. The project includes expanded parking capacity, electric vehicle (EV) charging infrastructure, pedestrian access improvements, drainage modifications, lighting, security enhancements, and associated site improvements.

In addition the consultant will provide Engineer of Record duties in answering design related questions during bidding and construction as well reviewing RFIs.

Project Overview:

This project consists of landscape and signage improvements at Exit 144 (MM 144) on the Indiana Toll Road at the I-80/90 and I-69 interchange, focused on enhancing the interchange infield through new tree plantings and native seeding. The work includes the installation of 250 trees, consisting of a mix of deciduous and evergreen species, along with associated soil preparation, mulching, and site restoration. Native seed mix will be established over approximately 56,279 square feet of disturbed areas. All work will be performed in accordance with the approved Planting and Signage Plans and the technical specifications, with the goal of improving aesthetics, environmental quality, and long-term sustainability of the interchange area.

Project Overview:

This project involves the development of designs, specifications, and estimates for the rehabilitation of thirteen (13) bridge structures identified within the first 10-mile segment of the corridor. Structure details and respective scopes can be found in the Scope of Services section of this IFB.

As an alternative addition, this project also includes design for ancillary items, including:

• PCCP patching in the Westpoint plaza limits
  • Slope correction/stabilization of lane 16 at the Westpoint plaza
  • Concrete median wall replacement between the milepost 0-10 limits
  • Drainage repairs
    • o ITRCC to provide drain inspection reports by 3/1/26
  • Signage replacements, where needed
    • Panel signs
    • “Traffic signals” at Westpoint plaza

      • Awarded consultant will work with IT/Toll team on requirements

    • Ideal location for additional ITS camera coverage around milepost 6.45 where ITRCC currently
      has limited to no visibility
      • All camera designs shall follow secure configuration specifications as established
        through ITRCC’s IT department and Technical Service Manager

Project Overview:

The Indiana Toll Road Concession Company (ITRCC) is seeking to develop a Concept of Operations (“Con Ops”) to memorialize daily operations of the Roadway Maintenance teams and bring together multiple current playbooks, policies, procedures, and best practices into a single document.

The updated Con Ops will be built on the previous aforementioned documents and supplemented by industrial best business practices known by the awarded consultant. This Con Ops will become a living document used for internal training, document internal and external processes, and be used to train and educate new staff.

Minimum expectations of items to be included in the Con Ops can be found in the Scope of Services Project Overview below. Consultant shall provide a separate or line itemed bid for “Winter” and “Non-Winter” operations sections.

The construction of truck parking lots will be phased to still utilize truck parking and will not be closed entirely. This project also includes the disposal of street sweepings from several locations.

Project Overview:

Finance: The current ERP financial system (Great Plains) needs to be upgraded to support improved financial planning, reporting and compliance and due to end of life and end of support for Great Plains by the OEM in 2026. The finance platform is operated as a single platform for accounts payable, accounts receivable, cash management, and asset evaluation and depreciation. Debt management is excluded from this scope of work and is handled outside of this platform.

PMO : The purpose of this project is to implement and deploy a comprehensive PMO Solution Software to streamline and optimize the organization’s project management process and provide the PMO with the necessary tools to ensure standardized project governance, improve project visibility and enhance project tracking and reporting, manage project resources, budget and timelines as well as for better collaboration and communication, ensuring projects are delivered on time, within scope and within budget.

Contract and Procurement Management Solution: The contract and procurement management modules oversee and administer procurement contracts throughout their lifecycle. This system checks the contractual agreements with suppliers to ensure procurement activities align with the terms and conditions of the contracts, associated deliverables, payment milestones, and other contract requirements, including contract renewals, compliance with terms and conditions, and performance requirements monitoring and compliance.

Project Overview:

This project involves the removal of thirty-five (35) self-supported microwave towers across the corridor. The Contractor will also be required to seal the existing cable entries and remove all material from the site.

Project Overview:

This project involves the inspection of water conveyance systems along the corridor. “Water conveyance systems” include the drain inlets, drainage outfalls, connecting pipe structures, and culvert structures. The assets are detailed in the Storm Water List attachment. The toll plaza will need to be geo-located as part of this contract.
The awarded consultant will be expected to provide condition ratings for each structure as well as estimate the remaining service life of each structure. Structure material and any found deficiencies should be recorded. A scour assessment and top of pavement flow assessment should be done for applicable structures.
A final report is to be delivered to ITRCC capturing the findings with mitigation recommendations. This should be divided into five (5) areas of focus: Pipe structures transverse to the mainline, structures parallel to the mainline in the center median, structures perpendicular to the mainline that begin near the edge of pavement and discharge in adjacent ditch lines, structures within toll plaza limits, and culvert structures, which should detail mainline and ramp culverts. The mitigation recommendations should be communicated as the following: replace, slip line, remove, or monitor.

Project Overview:

This Project includes the procurement, coordination, installation, and integration of four
Dynamic Message Sign (DMS) and ten Closed-Circuit Television (CCTV) (collectively “Devices”)
located between Exit 121 and the Ohio Stateline located between the mile markers of 127 and
156.9 of the Indiana Toll Road as detailed in the full plan set to be provided to the selected
contractor.

The Devices will be integrated into the ITRCC’s Advanced Traffic Management System
(ATMS) communicated over the operational fiber optic network already in place and
located near the proposed construction sites. Further details will be provided via the full
Scope of Services and Technical Requirements.

The ERP project is the acquisition of lifecycle upgrade of the existing business applications and the expansion of enterprise level tools for an ERP solution. The Company goals are to provide the following ERP functions and associated services to design, install, test and transition to an upgraded Company ERP platform. The ERP functionality that the Company intends to procure is as follows:
• Financial Management module to manage financial assets, cash movements, accounts payable, and accounts receivable.
• Procure to Pay (P2P) module to manage all requests from internal stakeholders for strategic sourcing.
• Supplier Relationship Management (SRM) module to manage all supplier data.
• Inventory, catalog and asset management to catalog and track movement of consumables and products required to operate its business.
• Contract management module including federated management of contracts from initial acquisition to the end of the contract lifecycle.
• Project Management solution to manage project lifecycle, enabling streamlined workflows across all levels, improving reporting capabilities, facilitate resource management and allocation and effective tracking of project progress.

Project Overview:
The implementation of a centralized inventory solution covering applications, hardware, and
discovery is required to provide a centralized view and control of ITRCC’s digital assets. The
centralized IT Assess Management System (ITAM) provides a comprehensive list of all assets,
pertinent meta data used for compliance audits for NIST Cyber Security Framework (CSF) and Payment
Card Industry (PCI) standards. Only assets valued at $100 or more at the time of purchase are
included in the ITAM. In addition, the solution will provide meta data to assist ITRCC business
units to manage and automate and increase efficiencies of the:

1) vulnerability management program;

2) digital asset management audits;

3) digital asset insurance coverage;

4) digital asset depreciation; and

5) asset lifecycle management.

Project Overview:
This Project involves the installation of a fire suppression system at the Westpoint, Portage, and Eastpoint Toll Plazas utilizing the attached mechanical and electrical designs but allows for each bidder to approach the project using their own unique system or standard system available in the marketplace.

This is a turn-key project which means the winning bidder is responsible for all aspects of the projects, from procurement, permits (if needed), coordination with local fire agencies for concurrence on approach, as well as integration into ITRCC’s fiber network with controls both local to each plaza, and at the administration building Traffic Management Center (TMC).

Coordination with ITRCC’s IT department will be necessary to ensure all data and network security requirements are met, which are attached to this Invitation for Bid (IFB).

The system, once deployed, shall detect a vehicle fire while alerting ITRCC staff and simultaneously engaging the suppression system to minimize the fire and damage to ITRCC property.
