The work includes all steps, items and materials necessary to complete the Scope of Work in accordance with current INDOT standards and specifications, the Special Provisions, and the IFB. ITRCC desires to engage a knowledgeable consultant with a background in Business Continuity Plan’s (“BCP”) and Disaster Recovery Plans (“DRP”), collectively referred hereto as “BCP” to work with our emergency management and general staff in the revision and expansion of our current BCP/DRP document. In order to properly convey the business need and to allow consultant’s the opportunity to fully understand the desired direction, a pre-bidding workshop will be scheduled with each bidder. Prior to the meeting, a copy of the 2020 version of the BCP will be provided for reference and to help facilitate the conversation.

The project will consist of preparing plans, specifications and estimates for the replacement of our existing TL-4, four cable, Cable Rail Barrier System. The system consists of 36,785
LF of cable rail that is located in Porter County, IN from MM 24.3 to MM 33.4

ITR Concession Company LLC (“ITRCC”) requests fee based proposals from responsible Consultants for
engineering services. The intent is to enter into a four (4) year contract for 2021 through 2024 to complete various
inspections and reports in accordance with the Indiana Toll Road Concession Amended and Restated Lease
Agreement, dated as of July 1, 2017 by and between the Indiana Finance Authority (“IFA”) and ITRCC, as amended
(“CLA”). A brief description of the work is set forth below, with detailed requirements in subsequent sections.

National Bridge Inspection Standard Program:

The ITRCC desires to complete the National Bridge Inspection Standard program of all 333 bridges and all small
structures along the Indiana Toll Road (“ITR”). The project is divided into the following sections:

• Section 1 – Routine Inspections – Including Bridge Element Level Inspections
• Section 2 – Underwater Inspections
• Section 3 – Fracture Critical Member Inspections

Annual State of the ITR Report:

Existing paint may contain lead or other hazardous material. Contractor will need to conduct proper testing of the existing paint prior to the start of any work. In the event that hazardous waste material is discovered, contractor shall properly contain, remove and dispose of the waste material in accordance with Federal, State and local laws with INDOT and SSPC standards. Contractor is responsible to obtain and submit all documentation required by Federal, State, and local agencies.

ITRCC is seeking a qualified and experienced contractor to construct acceleration and deceleration lanes adjacent to the mainline Indiana Toll Road at the M2 and M3 maintenance facilities.

Work will generally consist of grading and pavement construction.

ITRCC is seeking a qualified and experienced consultant (the “Consultant”) to perform an in depth study of several areas along the ITR and develop a strategic plan determining the best location(s) for additional truck parking.

• Sufficient truck parking is critical to ensure toll road safety and to allow drivers a safe place to rest when they reach the end of their hours-of-service limits.
• The intent of the study/strategic plan is to improve truck driver safety by ensuring there are adequately spaced rest/parking areas with amenities.
• The selected consultant will have demonstrable experience in parking, transportation, surveying and civil consulting, with special consideration given to firms with tolling or public service parking type experience.
